It was built near the Levant Fair complex that was built in 1934 next to the estuary of the Yarkon River, to house the exhibition pavilions of the Tel Aviv International Trade Fair that took place during the 1920s and 1930s. The port area as a whole was neglected for many years, which also contributed to this.
